Hennepin, Ramsey and Washington counties have agreed to collaborate in certain areas of waste and energy management, including legislation and policy development, communication and outreach, planning and evaluation of waste processing and other selected programs. They do this through a joint powers agreement between Hennepin County and the Ramsey/Washington Recycling & Energy Board (R&E Board) – the resulting entity is called the Partnership on Waste and Energy.
Governing Board – The Partnership is led by a Governing Board made up of a commissioner from each county. Hennepin County appoints a commissioner, while the Chair and Vice Chair of the R&E Board represent Ramsey and Washington counties.
Staffing – Each county provides policy staff support for the Governing Board.
Administration – The R&E Board is the administrative agent for the Partnership, providing staff support for administrative activities, finance, procurement and communications.
Communications – The former Solid Waste Management Coordinating Board (SWMCB) assigned its interests in the website RethinkRecycling.com to the R&E Board, which, in turn, has assigned it to the Partnership. The Business Waste and Recycling Guide will be hosted at BizRecycling.com, and will continue to be available to former SWMCB members.
Policy Development – The Governing Board will approve a legislative platform on waste and energy issues, and will engage in advancing that platform.
