Ramsey/Washington Recycling & Energy (R&E) is looking for a dynamic individual to lead its Human Resources activities.  R&E is a joint powers entity formed by Ramsey and Washington Counties to coordinate waste programs between the two counties (“joint activities”), and to own and operate the Ramsey/Washington Recycling & Energy Center, in Newport Minnesota.

This is a management position that will lead, manage and supervise the human resources programs for Recycling & Energy. The person in this position should have strong knowledge of various specialties within human resources, strong interpersonal skills, and the ability to work with a team in a rapidly changing environment.

Ramsey/Washington Recycling & Energy (R&E) currently employs 65 staff associated with the Recycling and Energy Center (R&E Center), Joint Activities, and Administration.  The person in this position provides significant guidance on nearly every specialty within Human Resources and works closely with the Joint Leadership Team that directs the R&E, other managers. The HR manager develops, implements, delivers, and evaluates HR policies, programs, functions, and activities. The work also includes providing professional human resource administrative functions for R&E, including areas such as employee benefits, employee development, recruitment, compensation, discipline, safety, affirmative action, labor management, and administration of R&E Board policies and procedures. Work is performed under general supervision of the Joint Leadership Team; and, as expected, also performs related duties as assigned.

Minimum Qualifications:

  • Education:  Bachelor's degree in Human Resources Management, Public Administration, Business Administration, Industrial Relations, Psychology, Natural Sciences or a related field.
  • Experience:  Five years of human resources experience is required, with at least 2 years of experience with Employee Relations situations, and 2 years of supervisory experience.
  • Substitution: A master’s degree in Human Resource Management, Public Administration, Business Administration, Industrial Relations, Psychology, Natural Sciences or related field may substitute for two years of the experience required.
